{"id":125,"date":"2011-09-10T20:58:55","date_gmt":"2011-09-10T20:58:55","guid":{"rendered":"http:\/\/ibew12.org\/wordpress\/?page_id=125"},"modified":"2023-12-26T16:56:23","modified_gmt":"2023-12-26T23:56:23","slug":"hiring-hall-policy","status":"publish","type":"page","link":"http:\/\/ibew12.org\/wordpress\/?page_id=125","title":{"rendered":"Hiring Hall Policy"},"content":{"rendered":"<p><strong>IBEW Local Union #12<\/strong><br \/>\n<strong>HIRING HALL POLICY<\/strong><br \/>\n<strong>Effective July 1, 2012<\/strong><\/p>\n<p>The following rules are established in order to provide the way and means to administer the Referral Procedure provision contained in Article VIII of the Inside Agreement, Article VII of the Outside Agreement, Article IV of the Residential Agreement, Article V of the Sign Agreement and by the authority contained in the Local Union By-Laws and Agreement. The following rules are applied uniformly to all applicants for employment and any objections to same are to be handled through the appeals procedure contained in the current Collective Bargaining Agreement.<\/p>\n<p align=\"center\"><strong><span style=\"text-decoration: underline;\">Sign\/Re-sign Policy<\/span><\/strong><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #ff0000;\"><strong><em>Sign in person<\/em> during office hours ONLY<\/strong>.<\/span><\/p>\n<p>Re-sign quarterly (<strong>January<\/strong>, <strong>April<\/strong>, <strong>July<\/strong>, <strong>October<\/strong>) between the 1<sup>st<\/sup> through the 16<sup>th<\/sup> of the re-sign month.<\/p>\n<p>Re-sign <strong>in person<\/strong>: During office hours between the 1<sup>st<\/sup> though the 16<sup>th<\/sup> of the re-sign month.<\/p>\n<p>Re-sign by <strong>mail<\/strong>:\u00a0 Postcard <strong><span style=\"text-decoration: underline;\">must be postmarked between the 1<sup>st<\/sup> though the 16<sup>th<\/sup><\/span> <\/strong>of the re-sign month.<\/p>\n<p>Re-sign by <strong>fax<\/strong><strong>:\u00a0 <span style=\"text-decoration: underline;\">must be received between the 1<sup>st<\/sup> through the 16<sup>th<\/sup><\/span><\/strong> of the re-sign month.<\/p>\n<p>Re-sign by <strong>E-mail: <span style=\"text-decoration: underline;\">On this website 1st through the 16th<\/span><\/strong><\/p>\n<p><em>Re-sign information should include your printed name, last four numbers of your social security number, or your card number, and your signature<\/em>.<\/p>\n<p>&nbsp;<\/p>\n<p>In the event of several lay offs on the same date, a drawing will be held for position on the availability list.<\/p>\n<p align=\"center\"><strong>Office Hours<\/strong>:\u00a0\u00a0 8 a.m.-12 p.m. &amp; 1 p.m.-5 p.m.<\/p>\n<p align=\"center\"><strong>Phone<\/strong>: 719-561-8000\u00a0\u00a0 <strong>Fax<\/strong>: 719-561-8600<\/p>\n<p align=\"center\">IBEW Local 12<\/p>\n<p align=\"center\">2901 Farabaugh Lane<\/p>\n<p align=\"center\">Pueblo,CO81005<\/p>\n<p align=\"center\">(website: <strong>www.ibew12.org<\/strong>) (email:\u00a0 local12@ibew12.org)<\/p>\n<p align=\"center\">\u00a0(Click on \u201cDispatch\u201d link for our current calls and upcoming training)<\/p>\n<p align=\"center\"><strong><span style=\"text-decoration: underline;\">3 STIKE CLAUSE<\/span><\/strong><\/p>\n<p>Applicants will receive one (1) strike for each turn down of jobs properly submitted by a Signatory Contractor.\u00a0 Being unavailable for referral when work would have been offered to the registrant shall be considered a turn down and given one (1) strike.\u00a0 Applicants will be allowed two (2) turn downs of any jobs without any affect on their position on the books.\u00a0 Upon the third (3) job turn down, applicant will be rolled to the bottom of their respective books.\u00a0 Applicants may be rolled to the bottom of the books twice (2), on the third (3) time rolled they will be rolled off the books and be required to re-sign the books in person.<\/p>\n<p align=\"center\"><strong><span style=\"text-decoration: underline;\">EXEMPTIONS TO THE THREE (3) STRIKE CLAUSE<\/span><\/strong><\/p>\n<ol>\n<li>Any applicant working under a current Salting Agreement filed with this Local Union.<\/li>\n<li>Any applicant with a current medical condition that would prevent them from being able to work.\u00a0 This requires a current signed medical statement, from their Doctor, to be exempt.\u00a0 They must provide a current medical release to be eligible to take a referral again.<\/li>\n<li>An applicant will not receive a turn down (strike) for a specialty call that requires a skill or qualification that is not a regular requirement, such as, Certified Welder, MSHA training and special government clearances.<\/li>\n<li>No applicant will receive a turn down (strike) for turning down a short call.<\/li>\n<li>No applicant will receive a turn down (strike) for turning down a call for a Contractor that is delinquent in paying their benefits.<\/li>\n<li>No applicant will receive a turn down (strike) if on Active Duty with the Military.\u00a0 They shall also be exempt from quarterly resigning.<\/li>\n<li>Any applicant that is Code of Excellence trained and is currently working on a Code of Excellence Project in another jurisdiction is exempt from turn downs (strike), with proper notification from that Local Union.<\/li>\n<li>Any applicant that possesses government clearance and is currently working on a project requiring a government clearance in another jurisdiction is exempt from turn downs (strike), with proper notification from that Local Union.<\/li>\n<li>Any applicant that is rejected by the Contractor shall be returned to their previous position on the books without a turn down (strike) for that call.<\/li>\n<\/ol>\n<div>\n<p align=\"center\"><strong><span style=\"text-decoration: underline;\">CODE OF EXCELLENCE JOBS<\/span><\/strong><\/p>\n<p align=\"center\">Quitting or being fired from a Code of Excellence job will result in the following actions:<\/p>\n<ul>\n<li>1<sup>st<\/sup> time \u2013 you will receive a letter requesting your presence at the next Executive Board meeting.<\/li>\n<li>2<sup>nd<\/sup> time \u2013 you again will receive a letter requesting your presence at the next Executive Board meeting, and will be unable to work on a Code of Excellence job in Local 12\u2019s jurisdiction for six (6) months.<\/li>\n<\/ul>\n<div>\n<p align=\"center\"><strong><span style=\"text-decoration: underline;\">DISPATCH<\/span><\/strong><\/p>\n<p>Applicants will be offered jobs in order of their registration.\u00a0 <strong>DAY BOOK<\/strong> sign in will be 8:30 A.M.., in person\u00a0at the Local Union Hall, by fax, or by telephone Monday thru Friday with dispatch to follow.<\/p>\n<p>$\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 To place your name on the day book <span style=\"text-decoration: underline;\">by fax<\/span> you must sign or print your name legibly, state which job or jobs you are willing to accept, card number or last four numbers of your social security, and a phone number where you can be reached between 8:30 a.m. to noon mountain time. The fax must be received in our office <em>before 8:00 a.m.!<\/em><\/p>\n<p>$\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 To place your name on the day book <span style=\"text-decoration: underline;\">by phone<\/span> you must call the job line after 5:00 p.m. the day before dispatch and <em>before 8:00 a.m. <\/em>Call <strong>719-561-8000 ext. 3<\/strong> &#8211; after hearing all the calls for the day wait for the beep and clearly state your name, spell your name, state which job or jobs you are willing to accept, card number or the last four numbers of your social security, and slowly leave a telephone number where you can be reached between 8:30 a.m. to noon mountain time.<\/p>\n<p><strong>$<\/strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>If ext. 3 is full, you may leave your message on ext. 13 or ext. 10.<\/strong><\/p>\n<p>Referrals from the day book will be dispatched beginning at 8:30 a.m.\u00a0 A return phone call will be placed only to those who were dispatched.\u00a0 If no applicants are available by 8:30 a.m., dispatch will remain open all day and be filled by the Business Manager by whatever means necessary.\u00a0 Any unfilled calls by close of business will be placed on the recorder again that evening.<\/p>\n<p>In an <strong>emergency<\/strong>, referrals may have to be made outside normal hours using whatever means are available to fill calls and place registrants.<\/p>\n<p><strong>Anyone accepting a call, either in person or by return phone call, who after the referral has been written and the company notified of the responding applicant, decides not to accept the job assignment, he will be removed from the out of work list and will need to sign again in person at the bottom of the list.<\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\">40 HOUR OR LESS:<\/span> <\/strong>\u00a0An applicant who is referred to a job and, through no fault of his\/her own, receives no more than forty (40) hours work shall upon re-registration, be restored to his\/her appropriate place on the out-of-work list.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">Short Calls:<\/span><\/strong>\u00a0 Effective immediately, short calls will be for forty (40) hours or less, excluding overtime, within seven (7) continuous calendar days.\u00a0 Upon the completion of the short call, the Contractor may extend the call for an additional forty (40) hours or less, excluding overtime, in an additional seven (7) continuous calendar\u00a0 days not to exceed fourteen (14) calendar days total,\u00a0 with the agreement and approval of both the employee and the Business Manager of IBEW Local 12.\u00a0 Under the policy, when a short call comes in, it will be offered to the first person present, faxed or who phoned to be put on the short call list.\u00a0 If that person turns it down, they move to the bottom of the short call list and it will be offered to the next person on the list.\u00a0 This continues until the call is filled.\u00a0 When you return from a short call, you\u2019ll return to the bottom of the short call list.\u00a0 If\u00a0 you faxed in to accept another call, but didn\u2019t indicate that you\u2019d take a short call when one is available, you turned that call down and will roll to the bottom of the short call list.\u00a0 None of this affects your status on the regular day book.<\/p>\n<\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"IBEW Local Union #12 HIRING","protected":false},"author":777,"featured_media":0,"parent":21,"menu_order":0,"comment_status":"closed","ping_status":"open","template":"","meta":{"footnotes":""},"class_list":["post-125","page","type-page","status-publish","hentry"],"_links":{"self":[{"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/pages\/125","targetHints":{"allow":["GET"]}}],"collection":[{"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/pages"}],"about":[{"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/users\/777"}],"replies":[{"embeddable":true,"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=125"}],"version-history":[{"count":15,"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/pages\/125\/revisions"}],"predecessor-version":[{"id":7875,"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/pages\/125\/revisions\/7875"}],"up":[{"embeddable":true,"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=\/wp\/v2\/pages\/21"}],"wp:attachment":[{"href":"http:\/\/ibew12.org\/wordpress\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=125"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
